xPL Installation Woes

Trying to install as per the instruction, on a brand new NT4 SP6a
image, with latest IE and .Net framework installed, and the service
wont start, with this error msg in the event log:


Service cannot be started.
System.Runtime.InteropServices.COMException (0x80040154): COM object
with CLSID {0E59F1D5-1FBE-11D0-8FF2-00A0D10038BC} is either not
valid or not registered.

Any ideas?
