Until they all start talking nothing much happens, so the order isn't that
important.

E.g. xpl_tts starts, and sends config.basic messages

Xplhal starts, starts it's hub (could also be a separate hub), the xpl_tts
config message gets thru to xplhal and it get's configured.

As the config messages are sent at 1 minute intervals, it means at most a 1
minute delay until an app/device gets configured. App's/devices started
after hub/xplhal started will get configured immediately.
