It's a catch 22 I'm afraid.

If there are no other adapters listed in networking it does allow entry of
the settings given (in my case it didn't pop up but tcpip was listed in the
configuration so I could edit it).

However, if you have a 'dial-up adapter' in the networking settings
(required for modem based internet access) it won't bind a separate tcpip
stack to the vpn adapater (it binds each additional tcpip stack to the same
dial-up adapter).

Unless you have a pc to use that doesn't connect to the internet, I can't
see anyway around the problem.

I'm stumped unless anyone knows of a loopback device driver available
anywhere for win98.
