Does it still just not load up or are you getting any sort of error?

If you don't get any errors can you try removing any references in the
register and then try loading an xPL app again without registering the ocx
first and see if you get an error. You should get an error if all the
entries have been cleared from the registry.

Hopefully this will narrow it down to the way windows 98 is dealing with
the ocx, i.e. whether it can't find it properly or just can't seem to use
it.
