Technically, you can write .NET apps using just the .NET SDK, which is
available
as a free download.

However, you wouldn't have all the hard work done for you by the Visual
Studio
IDE,
and it'd probably be great fun passing all the required command-line
parameters
to the compiler :-)

If you can't get Visual Studio, a good way to get into .NET is to
install the .NET framework on an IIS server and start playing around with
ASP.NET.
You can quite easily achieve this without VS.NET, and it's a good way to
get you
started on the whole .NET approach.
