WAV to mp3 or ogg or flac

Hi all,
Am now investigating squirting announcements into Rioplay xPL :-)
Since most TTS engines will probably only output the speech as wav format
(please correct me if I'm wrong there, I only have the free ms speech
development stuff) I need either a dos command line utility, or a vb
component (dll, ocx or whatever), or vb source code, or anything practical
to convert wav format to either mp3, flac or ogg. My preference would be
mp3.
Obviously this needs to be freely distributable (or obtainable if it's a
utility or component) and, above all, FREE.
Any suggestions, please?
