Not sure. But I do note that this utility is installed in the .NET
framework installation directory, so that seems like a high
probability that it arrives when you install that framework onto your
machine.

If you have .NET Framework v1.1 installed on your machine, search for
"InstallUtil.exe" on your machine. Mine's in
"C:\WinNT\Microsoft.NET\Framework\v1.1.4322"

I can send you my latest Hub Service build if you want to try it. I've
not done much clever with it other than set it up as a service. I'm
still working towards making all my apps 'serviceable' which is coming
v.soon (when I get around to finishing it!) so I'll be doing some more
testing with this, and also looking into logging to the event log,
which they might usefully need.
