xAPBLUE

I am getting the following error trying to run Blue.exe on my Windows
Vista laptop, .Net 3.5 sp1.
Component "ntsvc.ocx" or one of it's dependencies not correctly
registered, file not found or is invalid.

I googled ntsvc.ocx and found various unhelpful information.
I have Visual Studio 2008.

Any help would be appreciated.
