Well it was worth checking!
Looking at a list of all the dlls connected with Switchboard and mdac
could you see if these are present on your system:
MS Jet and Replication Objects 2.6
c:\program files\Common files\system\ado\msjro.dll
MS ActiveX DO 2.6
c:\program files\Common files\system\ado\msado.tlb
MS DAO 3.6
c:\program files\Common files\microsoft shared\dao\dao360.dll

If those are all there then i'm running out of ideas, so finger crossed!
