Disclaimer: I'm not an IP expert.

I'm wondering if the class A address with a class C subnet mask is causing
trouble (eg, in the calculation of the broadcast address). Are other
machines on your network configured like this?

Can you post the output of a 'ipconfig /all' command please. Something is
going wrong with the construction of the ip address. Maybe the machine
doesn't have a name?

I ran the Listener and received the following error:
The type initializer for "System.Net.IPAddress" threw an
exception.
Hopefully this will give you a better idea.
The apps certainly appear to run fine on other machines.

Short of you installing VS.NET Express Edition and debugging them
yourself, I think we'll have to take a gradual approach to diagnosing
this because I don't know what's causing it I'm afraid.

I assume it's a problem localised to just this one machine?

What happens when you run a really simple xFx based application such
as Listener? This is a console mode app but shares much the same
libraries as the failing applications.

It's not going to be up-to-date but it would be interesting to know
