I got a "sort of" :-)

The bad news: The 95 loopback adaptor doesn't work under Windows 98.
The answer from Microsoft at the time was "move to NT4", and they
never produced a 98 one.

The good news: It seems that if you install and run the DCC
listener/server, then this will initialise an IP stack for you. I've
not got Windows 98, so I've not been able to test whether that stack
supports UDP broadcast, though.

It's an interesting one - I _believe_ that it wouldn't be too hard
for someone with the Windows 98 DDK (Driver Development Kit - the
development tool one up from the SDK) to build a loopback that simply
reported "success" instead of working down to the LLC driver...
however, I don't have Windows 98, let alone the DDK, and the only
person I know who used to have a copy deleted it earlier this year :-(

In a world where a 4-port hub costs £15 and a network card costs £3,
and pretty much all new motherboards come with an onboard LAN device,
it's hard to justify spending too much more time on making this
work :-( :-(
