I would go further and try resistance inline with it as well, as
modulators
don't usually like a strong video signal, and most cctv gear is pretty high
strength compared with the likes of a VCR etc.

Try connecting a 75 ohm resistor across the input to the modulator. Sounds
like the input to the modulator could be unterminated resulting in too high
a signal level.
