+1 for the Arduino.

Arduino board
Network shield (think "plug in" network adapter)
Display shield (plug in LCD display 16x2 char)
9V battery
Plastic box to make it look nice.
Around =A340-=A350 depending on the deals you find.

All available from ebay or .

An hour or so to learn Processing/Wiring, while banging some code together
from examples on the web.
