I had a similar problem with desktop HDD enclosures and have stood
them on
rubber mouse mats to try and isolate them from the desk / shelf etc. This
seems to work pretty well and while some vibration still gets through it's
very much lower than otherwise would be the case.

I'd expect you'd need something thicker than a mousemat if you want to
support a whole rack. Could you isolate the PC from the rack structure, or
is it a rackmount box?
