Have a look at linitx.com they have a good range of Jetway boards, the
specific one I was thinking of was:

However, to contradict myself slightly I am torn as to whether to go
for a 64bit Via Nano CPU, but I want one the ULV SKUs at the 1.2GHz or
1.3GHz. The 1.6GHz and 1.8GHz which seem more common draw significantly
more power.

The Intel Atom I believe is also an option but although the power of
the CPU is relatively low I understand that the Intel chipset is not
very efficient and draws a considerable amount of power. I am also not
sure if the Atom is completely 64bit capable.
