iCatcher from iCode Systems - http://www.icode.co.uk/icatcher/

Does most IP cameras that support motion JPEG and a range of capture cards.

>2) where the motion detection is a feature of the software
Yes - "Motion detection is performed without the need for PIR triggers
and external motion detectors. Once motion is detected, recording
begins."

>3) motion detection trigger areas can be defined as multiple arbitrary
areas

motion

Yes - you draw multiple squares on the image to mask out areas.

>4) Pre-movement record buffering (for a few seconds) would also be
useful.
"For extra security, i-Catcher can record before and after the motion
event to ensure you capture everything, and sensitivity controls add an
extra level of flexibility."

Usual disclaimer - no connection with the company other than happily using
their software. Their support is first rate as well.
