Either one device or one user, yes.  It doesn't matter what the device
is if you for device CAL's, so Linux devices still need CAL's (don't forget
you don't install CAL's except for Terminal Services, so mostly it's just a
piece of paper).
It's a trust based thing though, so if you connect from more devices than
you are licensed for, it will still work.
