I've moved Windows installs to new hardware maybe half a dozen times. I
usually boot some flavour of Linux on old and new machines and then use
a combination of dd and netcat to move an image of the hard disk
between machines (saves opening up boxes and fiddling around) but you
can also connect the new HD to the old machine (or vice versa) and dd
the data directly.  I then use gparted to resize the partition and
filing system as the new HD is almost always larger than the old.

Probably 75% of the time, Windows then refuses to boot and I need to do
a repair. As long as the CD used is the same Service Pack as the
machine had on it then this goes smoothly.

This approach avoids a re-install of programs/data and my wife's
machine is now on her third incarnation of hardware with the same XP
install.
