The first thing to point out is that the ping & arp check approach
will find only devices with TCP/IP addresses so if you have any
devices running IPX (Netware) or some other network protocol then
they'll not be detected.

If all the 22 devices are running TCP/IP then it is strange that 14 of
them weren't detected. Maybe these devices have an incorrectly
configured netmask/broadcast address or else you didn't ping the
correct broadcast address (x.x.x.255 only applies for a /24 network).

The other tools people have mentioned will be doing various things
like promisciously watching the ethernet interface to see what MAC
addresses are passing by and then doing various checks (both TCP/IP
and non TCP/IP based) to figure out what the devices are.
