RE: Remote speed control of pond pump
Depending on your budget, you could actually use a VFD like this one
from RS
which is only 88 quid. This is for up to .25KW so well within you specs and
I am sure this will work just fine for what you want.
This has a serial RS485 MODbus interface so is up to connecting to your PC
(with adaptor) in true HA fashion.

What's the final aim? i.e. what do you want to achieve by adjusting
the pump speed?
As someone else has said, you'd typically use a VFD (Variable
Frequency Drive) to do this, but (a) you've got a "UKHA" budget
;-)
and (b) the pump size is very small.
