Controlling towel rail heating element?

Anyone know what methods you can use to control an electric towel rail
heater element? i.e. could you use a dimmer unit (i.e. CBus)?
I've seen a couple of tower rail regulator switches and they look a lot
like a standard rotary dimmer switch.
