As this is a technological measure designed to restrict the access to
the
media they provide, It may come under the DMCA and whatever the local
equivalents are if you do circumvent the protection, no matter how trivial
it is.
Also, Pandora would still be paying the criminally high US licenses so you
would be screwing them over too, or the advertisers if they are paying per
impression.
