Hi,

It is supposed to be used at the sending end, but in practice it
doesn't really matter.

Ground loop isolators are not specifically for in-car use only. I am
guessing a bad earth is causing you this problem that's why I am
suggesting you can try one of these.

Especially since you have one already, why not! :D
Doesn't hurt to try.
