Just wondering whether you could do this with a beam-break kit?
You migh have to mount the sticky sheets on a frame so anything
captured gets properly detected but it should be cheaper than cameras.

Ebuyer have done some cheap cameras in the past (with IR
illumination), not network though, just composite. But those and RF
modulators would get the images onto the house TVs.
