Don't panic, Mr Mannering. When we built our house a couple of years
ago, all the lights were mains downlighters and the BCO was very helpful
by suggesting that the other energy saving features we had built in -
extra insulation, whole house ventilation, rainwater recovery - were
more than enough to offset the lights and that we didn't need those
bloody awful CFLs.
