I think you'll find that some logic is needed to combine the syncs.  DVI
follows the computer convention of using 'positive sync' whereas SCART
will need 'negative sync'.  You'll probably need to adjust the signal
levels
as well.

Wikipedia has all the pinouts for both DVI and SCART but lacks details
of voltage levels and polarity.
