My CAT5 patch panel that I actually use has 237A termination strips at the
back of it.... surely this length
of untwisted wires coupled with the RJ45 wall outlets (also punchdown) will
also breach specification?

Whilst a BoxConn 251 and StripsConn 237A will connect the wires together
and
give electrical continuity I feel it is only fair to point out that
terminating a cable pair on a 23A involves untwisting about 1.5 inches of
wiring, double this because you also have the connection to the lower half
of the strip and you have almost 3 inches of untwisted pair.

All CAT5 installation guides state that no more than 0.5 inches of cable
should be untwisted so as to preserve the interference rejection
properties.

Even if you dont need the flexibility, I personally would use patch panels
and short jumper cords to join the cables as it would retain the integrity
of the CAT5 wiring scheme.

One other thing to mention, the StripsConn 237A handle 10 pairs of wires.
For joining CAT5 cables you have two methods of wiring them.

1. only use 8 pairs on each strip to join 2 CAT5 cables.

Cable 1 - pairs 1,2,3,4
Cable 2 - pairs 7,8,9,10
etc

2. split every third cable over two strips which gets very messy

Cable 1 - Strip 1 - pairs 1,2,3,4
Cable 2 - Strip 1 - pairs 5,6,7,8
Cable 3 - Strip 1 - pairs 9,10
Cable 3 - Strip 2 - pairs 1,2
Cable 4 - Strip 2 - pairs 3,4,5,6
Cable 5 - Strip 2 - pairs 7,8,9,10
etc

By using patch panels you can keep it much neater using either two panels
for incoming and outgoing, or a two row panel with in and out on different
rows.
