I'd rather be over than under on these things so I think I will stick to
18.
The block is very crumbly and so I want to over engineer the
"sturdiness" of
the mount.

18 anchor bolts seems very excessive - I used about 8 (IIRC!) of the big
guys into the same type of block and the wall part of the bracket straight
onto these - I guess you might need more if your bracket comes off of the
wall any distance?
