I use Azureus to do this too, I use almost all my bandwidth when
no-one is
at home (like now) and limit it when we are there. This is the very basic
setup, I believe it is possible based on network usage, and a number of
other smart configuration options.

However azureus is very memory intensive - that is definitely a downside.

I also rely on the web interface from Azureus to load torrents from work
(you know, when new programs are "broadcast", ready for me to
"record")

Might have to give utorrent a try :)
