Comments on this page suggest BT is till detectable when turned off -

However I've just tried it in my laptop (using my mobile and pda to search)
and it didn't find any devices. That's not to say there aren't other
devices out there that could find it.

Maybe, maybe not. There's probably an oscillator or two running even
when it's turned "off" - at the very least there will be one
keeping the
real time clock ticking (usually only 32kHz or so though). Might be
possible to detect some noise from them I suppose...
