The setup I use for this is as follows:

on PSTN Line page of SPA-3000 setup: (firmware 3.1.3(GWa))

Proxy and Registration
Proxy: IP address of asterisk

Subscriber Information
User ID: id of asterisk sip user
Password: password of asterisk sip user

Dial Plans
Dial Plan 1: (S0<:299>)


PSTN-To-VOIP Gateway Setup
PSTN-To-VOIP Gateway Enable: yes
PSTN Ring Thru Line 1: no
PSTN Caller Default DP: 1
Off Hook While Calling VoIP: no

This causes an incoming call on PSTN to call extension 299 on asterisk -
but without answering the PSTN call.
