I'm still not convinced this is an F2S problem...but their traffic
shaping
could be crap of course...

Have you tried reducing the outbound bandwidth available to torrents?

If you allow people downloading torrents to use all your outgoing bandwidth
then other TCP/IP based traffic (HTTP/FTP etc.) will suffer too - the link
becomes saturated and the handshaking at the TCP/IP level slows.
