I don't know about Windows Server, but I use the freebie version of
this with XP:
http://software.visicommedia.com/en/products/aceftpfreeware/
Seems to work for me ok: quick, simple to use etc. :-)

I've previously been running BulletProof FTP v2.21 but it's hogging huge
