Depends what you mean by cost effective - Honeywell Hometronic has a
voice/telephone interface and can control HVAC & lighting using the
Honeywell modules or control other equipment via volt-free contacts. In the
UK Sensible Heat are the residential distributor, and you can find some

I have had a query from someone wanting to access their beach house via
a mobile telephone. They don't want to connect to the local loop. I know
Ericssons & Motorola sell these devices, but he wants to use it to turn
on lights, heaters etc. Anyone with any bright ideas on a cost effective
set-up?
