You might have to pay a small fee to get the phone unlocked if it was
previously locked to another network/SIM card.

There may be some financial advantage to buying a new PAYG phone and
porting the number, compared to buying a phone "off-SIM".

Some (much?) older phones only worked on the 900MHz band, so may only
work on O2/Vodafone (although they have some 1800MHz cells now AIUI).
All recent stuff is either dual or triple band (1900MHz for US GSM).
