It is nigh on impossible to get down to such a value, since the delivery
charge is deemed part of the "value", and shipping from the US
normally
costs best part of that.

The only exception is single DVDs, where you often pay nothing, though I
understand this is more a guideline based on the cost of administering
the charge, rather than a rule, and that they DO have the right to
charge you if they feel like it.
