Get a standard Yellow taxi from airport, there is a standard airport
fare. I limo/non yellow taxi will be 2-3x price.
Cheapest way to get from airport is a bus to the Port Authority station,
then you can hail a taxi from there assuming its manhatten you are going
to.

Re jet lag, try to 'live' the timezone you are travelling to as soon as
possible, eg don't eat a meal on the plane if its 2am in country you are
travelling to :)
