The OFA range only transmit

1-16 with 0=10 and some of the other buttons normally used for play/pause
etc being 11-16

Vol up and down become Bright Dim and Chanup chandown are ON and OFF.

Power becomes All lights on and Mute is All units off

The housecode is defined by the IR 7243 code wheel.

Dont know why your remote would have three diferent device codes. OFA only
have 167 or 0167 depending on whether the remote uses 3 or 4 digit codes.
