They've been trying to find a way to impose VAT on offshore purchases
for quite some time now. But since the only solutions they've so far
come up with require the purchaser to declare it or other countries to
comply, with no benefit to themselves .. they haven't been stupid enough
to try implementing it.... yet ;)
