Don't know enough about SNMP to answer fully but surely you're going
to need something to monitor the UPS and raise the SNMP message e.g.
card in UPS, management server etc., also the NAS box has to be able
to understand the messages.

Most low cost UPS's have either serial or USB connections for
monitoring, so seems to make sense to provide a port on the back of
the NAS box for UPS monitoring.
