Maplin used have do one a few years ago.
you connected wired phones to it - it would handle
incoming calls awells calling between phones and transferring
calls between phone. was pretty cheap about 150

or u could use just dect phones. I have the siemens
and it has some amazing features. I have hooked up
usb dongle and it handles skype calls as well.

If they have ISDN the Siemens Gigaset ISDN exchange is perfect. It is
wireless low cost and have most features and just works.
