Assume you mean a Vodafone PAYG SIM.

Chances are the phone SIM locked to the first registered SIM, i.e. your
Voda contract one.

What model of phone is it, out of interest? His options are to take it to
a local independent or market stall to get it unlocked, or use one of the
many online services ranging from free if you download the software, to
GBP6.99.
