Which PC based Infrared Device?

Hi Group
I'm after a PC based remote control. i.e one that will transmit codes from
the command line.
Thus I can issue a command similar to TRANSMIT 1, delay 2 seconds, 1, TV ON
Ideally USB, so it does not need or pretend to be a serial port and must
run
on Windows 2k.
Anyone know of one?
