"Weather station" and "update a database" are two
different questions.

The answer to the latter is easy - go to http://www.weather-display.com

This software supports lots of weather stations, updates a mySQL
database, and spits out realtime xAP weather data for good measure.

You may wish to have a look on the WD forums to get an opinion of what
weather station to buy; I've got a peet bros, which was rather more
than your budget, and it died after a lightning storm, so its about to
go back for repair...! But, "good" and "< 200
notes" may be a hard
target, depending how much weather you want to monitor.
