Can I do this

I have top floor flat. Above me is a huge empty pitched loft. I am
separated from the loft by a concrete layer. I have access to this loft
no problem.
It is just dead space which spans the whole floor.

Can I put the outdoor unit in the loft above ? what is the maximum
distance I can have the outdoor unit as my ceilings are 13ft.

This would be a life saver if I could do this as I would need planning
permission.

Put the "outdoor" unit in the loft, beef up the top floor ceiling
insulation, and ventilate the loft well?
