I am 99% certain the a US TomTom is compatible with European maps etc.
TomTom mains chargers do not currently ship with the European model -
they expect the unit to be charged from the lighter socket - but in
any case, they are dual voltage anyway (with a motorola style snap in
adapter for different plug types). Fully charged, TT will run for 5+
hours.
