A 230v thermo-electric actuator should do the trick providing your HV
relay=

are mains voltage rated =96 they are typically used on UFH manifolds to
provide zone control and many fit TRV valve bodies from the same
manufacturers. Cost wise they will be around =A325-=A330 plus VAT for a
230=
v
version if you can get them from a local plumbing merchant.
