Transformers/LV Lighting and insulation

Folks

I know we have a lot of knowledge and some electricians on the list so
hopefully you can help.....

A  company has specified lv light fittings which they claim can be
installed
embedded in insulation.

Of course they won't be the ones supplying and installing them.

My understanding is that all transformers and LV light fittings should be
kept clear of insulation to prevent heat build up and equipment failure.

Not worried about the regulations side of things with intumescent hoods etc
I have that covered just the heat build up issues.

Thoughts and comments please?
