From experience with this one:

I wanted a fanless video card with DVI for my LCD TV.  I went for a
Sapphire Tech Radeon 9250, which I would suggest you would avoid, as it
doesn't do overlay support properly, so you can't have nice things like
On Screen Display on top of the TV picture or video images.  Instead of
the OSD having a transparent background, so you can still see the
picture, the background is black, so the picture is blocked when the OSD
is on.  Very annoying.  I've heard anecdotal evidence that the
equivalent spec Nvidia card is much better.
