That's not foolproof -
My neighbours had a son (in his early twenties and still living at home)
who
ran up large bills on premium rate call and refused to pay them back. They
asked BT to block those calls, but he continued to make them by calling the
operator. They now have a bill of over £2000 which they are refusing to
pay. He's now moved (thrown?) out, and they now have no landline - just
mobiles.
